With the intensification of population aging tendency and the salience of relevant financial and societal problems, growing emphasis on aging industry development has been seen in all countries, and plenty of positive actions has been taken by government to cope with the challenge of aging progress. Developing aged education is one of them. During the last28years'development, aged education in Shenzhen was gaining more and more policy support from the government. However, the implementation effect was found deficient. The development degree of aged education in Shenzhen is in a backward position interiorly. As the aging progress of Shenzhen's population accelerates, analyzing the deficiencies of aged education policy implementation, proposing optimization solution for future implementation, is significant for developing aged education.By revealing the backwardness of aged education development in Shenzhen and the issues of policy implementation behind, the main focus of this study is clarified along with the research summary. Then the theories of Public Goods, Externalities, Public Policy Implementation and Interest are used to support this study from the theoretical point of view. Thenceforth, by reviewing the policy contents and the actuality of policy implementation in China, the shortcomings and successful practices are concluded as suggest lessons, together with the successful practice in U.S. A, UK and Japan, which provide important enlightenment to the policy implementation of Shenzhen. Then the author reviews Shenzhen's aged education policy evolvement in three phases, concludes the main contents of current policy, and analyzes the implementation status, including executing agency, overall construction, government investment, communal participation, educational contents, feedbacks from policy objects, which reveals the problems exist in policy implementation. Then the "Four-Factor View" is used to analyze the root of the problems.Through the previous research, the root cause of the issues of aged education policy implementation is located on the policy itself, policy environment, executing agency, and the defection of implementation mechanism more importantly. Therefore, an optimization scheme of policy implementation mechanism basing on policy perfection and executing agency empowerment is presented, indicating that the implementation of aged education policy can be optimized through the establishment and perfection of the leadership and coordination mechanism, power disposition mechanism, interest-balance mechanism, communal participation and motivation mechanism, supervision and accountability mechanism, combined with public opinion environment improvement, to facilitate the aged education development in Shenzhen.
