Research On Policy Implementation Of Residential Care For The Aged

China is entering a period of accelerating population aging,rapid population aging,shrinking of the traditional family structure,and the flow of labor force.The traditional family-supporting pension methods relying on children to support their parents are difficult to sustain.The number of empty-nest elderly people and disabled old people has been increasing,and the traditional old-age care methods can hardly meet the huge demand for old-age care.The problem of old-age care has become a public issue that our government must undertake.As a kind of special old-age care,home-based pension is a supplement and renewal to the traditional family pension model.It is an important part of the development of community services in China and the establishment of an elderly care service system.The research in this article is based on the review of the relevant contents of the old-age pension service policy over the years,the official data of Shanghai residential care for the aged from 2011 to 2016,and the fourth national “survey of the living conditions of the elderly in urban and rural areas”.The official data of the Shanghai region analyzes the current status of implementation of home-based pension care policies.The data show that the implementation of home-based pension policies is not satisfactory.The development of home-based care services has the following problems: First,the demand for homebased care services is expanding.However,the coverage of beneficiary groups is low,and the diversified demand is insufficient;second,the supply of hardware resources for human resources and pension services falls short of demand;third,the fiscal fundingarrangements for pension services provided by the policy are unreasonable and the source of funding is complicated;fourth,the socialization of pension services The degree of realization is low.These four issues plagued the current development of home-based care services.The choice of policy content and policy implementation has an important impact on the effectiveness of policy implementation.From the perspective of the fuzzy conflict model,this paper proposes a top-level design for narrow coverage of home care and service content.Despite the diversity of policy executives agreeing with policy objectives,the total amount of current resources and the satisfaction of most elderly people in the implementation of policies The resources for diversified needs of people are insufficient.Therefore,the implementation of pension services in the process of the realization of beneficiary groups and diversified services is an experimental way of implementation by local governments.In the implementation process,the scope of the elderly income groups is continuously expanded and the forms of service content diversification are explored.In terms of personnel supply,the policy is based on the goal and policy of expanding the base and quality of old-age service personnel.It integrates rural transfer labor,urban employment difficulties and 4050 personnel reemployment projects.There is an inherent conflict between policy objectives and the expansion of home-based care services.The key to the intrinsic motivation of the personnel base and quality lies in solving the problem of the autonomy of the employees in employment,so as to solve the problem of reemployment of the unemployed,and it is true that the problem of the effective supply of personnel for pension services cannot be realized.In terms of fiscal funding arrangements,on the one hand,the government has limited financial resources and lacks diversified funding channels.On the other hand,the definition of fiscal contributors is unreasonable.More funders are difficult to form the combined actions of policy implementation during the implementation of policies,and it is difficult to synchronize funds in place.As a result,home-based pension services attach importance to institution building and despise organization operations.The number of institutions continues The overall number of institutions has not increased and the institutions have not been stable enough to operate.Therefore,the establishment of procedural rules for fund appropriation,strengthening the joint action of funders,and promoting the implementation of fiscalpolicies are issues that need to be seriously considered in resolving the current pension policy.At the socialization level of policies,the content of policies is ambiguous and how much socialization is achieved? How to achieve socialization? There is no clear provision,and the participants' opinions on the policy objectives are all their own opinions.In order to ease government financial pressure,local governments strongly promote socialization,and social forces participate in home-based pension services.The full range of financial subsidies,preferential policies,and support policies make non-profit organizations excessively dependent on government departments,governments,and social organizations for their business development.The distrust and so on are all important factors in the socialization of home care services.The social development of the pension industry from government-led to social cooperation is an important way to achieve socialization.
