Study On The Reform In The Administrative System Of The Shenzhen Police Classification Management

As early as June2008, when "Narcotics Law" was promulgated, the Shenzhen Detention Authority that mainly received the drug rehabilitation inmates changed its name to the Shenzhen Justice Bureau Compulsory Isolation Drug Rehabilitation Center from June of2008. Since then, as the overall justice administration, the Shenzhen Justice Bureau began to study the functional transformation of the Shenzhen reeducation through labor workplace and classified management reform of the police in administration of justice system (including people’s police in Shenzhen prison and detention). Therefore, studying how to effectively promote the police management mode reform of the administration of justice system and how to build a specialized police team that has rich characteristics of the times and can meet the needs of social development has positive significance to promote the functional transformation of detention units, judicial system reform, development of judicial and administrative career and social harmony and stability.This thesis firstly discusses the labor reeducation system from the aspect of the history development, as well as the importance of the categorized reforms on the police management in justice administration. It refers to the research on the domestic and international classified reform and specialized reform of government officials. According to this field of history records in US and Hong Kong, this thesis studies on the current trends, problems and reform inevitability and urgency of the police team in the judicial administrative system, and proposes the opinion that the classified management reform is the people and the general trend. Then, according to the Shenzhen cases for the regulatory system and civil service management reform, this thesis states the categorized reforms on the justice administration for the police and from five areas including "officers and soldiers dividing", solving the issues on the obstacle, enhancing security, flexible management and professional building performance cites the success of classified management reform, in order to prove the correctness and validity of police classified management reforms in administration of justice system. Finally, this thesis fulfill the next process, issues and obstacles in the reform, and the trends in the classified management reform of the police in administration of justice system to illustrate how to further deepen the classified management reform of the police in administration of justice system.
