A Study On Social Risk Management Of Cross-border Floating Population In Sion-Vietnam Border Area Southwest Guangxi

Guangxi is located in the southwest border of our country,bordering the Socialist Republic of Vietnam.Wth the quick development of the construction of the Chinese ASEAN Free Trade Area and " two corridors and one ring",the scale and frequency of cross-border floating population in Guangxi shows the huge growth.Needless to say the economic and social benefits brought by the open development of border areas,but social risks caused by that can not be ignored.Business personnel,service personnel,transnational ethnic categories of personnel flow and three kinds of illegal status of foreigners,people of them who belong cross-border floating population,In order to meet their needs.their retention time is relatively long and has high aggregation degree,the flow mutual spins a vast and complex social relations network,and form a special cross-border floating population in our country' s southwest border area,all this constitutes a potential and considerable threat to our country s social stability and social order.How to resolve the social risks of cross-border population in Guangxi southwest border areas,to innovate it' s social risk management,has become an important problem being confronted nowadays,and an important issue is to discuss and solve in this article.Based on the first-hand information,and used research approaches of literature survey,structural interview and quantitative analysis have been used,the article starting from the general si tuation of cross-border floating population in Guangxi southwest border areas,then classify and concludes the basic characteristics of it.Based on the actual situation of cross-border floating population in Guangxi southwest border areas,carefully concluded a series of practical problems that easily lead to social risks,make an investigation on it' s type,characteristics in many aspects.Based on the full grasp of the social risk management theory,article points out the existing problems of it include:the main body of cross-border floating population have not completed compulsory and the force is weak?management.method has no effect?management departments is lack of cooperation,the set of land port is not.reasonable,government.departments lack of public awareness of risk prevention and the cooperation with the international efforts against the social risk?the floating population management laws and regulations related to imperfections,the root cause of frequent management problems are the lack of social organizations in the social risk management and the publicity of laws and regulations.Based on the analysis of these problems and reasons,article constitutes a policy framework for it' s social risk in Guangxi,include four the reasonable risk sharing levels of internat ional?government?social?individual,improved it's risk management from the following aspects:On the international level,need to strengthen the cooperation with Vietnam and more widely to seek international cooperation;On the government level,need to enhance risk awareness of social risk management,improve the construction of cross-border floating population's laws and regulations,the social risk management strict " three kinds of illegal status of foreigners ",strengthen the management of practical problems that easily lead to social risk;On the social level,civil society organizations need to continuously enhance their ability of social risk management,the mass media actively participate in the activities to prevent and resolve social risk;On the individual level,need to strengthen the rsk awareness and immigration law of people living on the frontiers.
