Study On The Problems And Countermeasures About The Reform Of China's Household Registration System

The household registration management undertakes the basic task of maintaining social order, protecting the rights and interests of citizens, services in socialist construction, which is an important part of the national administrative management. With the developement of reform and opening up, borned in the planned economy period of" dual structure " household register management system gradually shows its disadvantages, cannot meet the needs of modern economic development increasingly. Therefore, the reform of the household registration management system is inevitable and imperative. Under this situation, it is very meaningful to have research on problems of the household registration system reform, and put forward the corresponding countermeasures.The thesis consists of four parts:The first part is "Introduction". This part briefly explains the background and significance of the research. It reviews the related research at home and abroad, clarifies the research ideas and methods of this paper, and describes the innovation of the thesis.The second part is the summary of the household registration system reform. This part is divided into four sections. The first section is about the definition and theory explanation of the household registration system. The second section briefly analyzes the historical evolution, reform and development of China's household registration management. The third section, based on the analysis and reference of the theory of "human rights"," Institution Change Theory " and other related theories, clears the problems of China's household registration management and the direction of the reform for future. The fourth section describes the necessity and social significance to push forward the reform of the household registration management system.The third part explains the main problems in the household registration system reform. The author examines and analyzes the current problems with the reform of the household registration system in three aspects. Fistly, there is a problem of unbalanced economic development between regions. Secondly, it is the limitation of the urban public resources. Lastly, it is the problem of the chain of interests in household registration bundled area, containing the land, free education, medical security, social security these four aspects.The fourth part is about the suggestions on deepening the reform of the household registration system. According to the problems of China's current reform of household registration system, based on the helpful experiences from some reform pilot area, the author put forward five countermeasures to deepen the reform of the household registration system, namely:(1) Improving the legislation of household registration management; (2) Breaking the "dual structure" household register management system completely; (3) Reducing the barriers of access to the large city; (4) Accelerating the construction of medium and small cities; (5) Promoting the "residence certificate" system comprehensively.
