On The Dual Household Registration System Of Our Country

The dual household registration system of China can dated back to1950s, and its development experienced three periods:Building up, maturing and collapsing. The dual household registration system is a result of the notion that "Concentrate Resources and Do Big Things" is the advantage of socialist country after the foundation of PRC in1949. The emergence of the dual household registration system is reasonableness and necessity that in particular economic system and the specific historical conditions. The establishment and continuous development of the dual household registration system and its additional system saves a lot of valuable time for China’s industrial primitive accumulation. On the one hand, it shortened the process of industrialization of China, and avoided the "urban disease" caused by the rapid development of urban scale. On the other hand, the household registration system has played an indelible role in maintaining social stability, social order and so on.However, with the rapid development of market economy, the drawbacks of the dual household registration system which accompanied by planned economy are gradually exposed. First, it violates the principle of equality in the constitution, and leading to the inequality of the urban and rural residents on the identity, also it makes agricultural registered permanent residents to become a "second-class citizens", which makes migrant workers is difficult to realize their right to vote. Secondly, it leads to many differences of citizens for the right of education degree. Moreover, the household management confusion has lead to the corruption of power. The series of drawbacks counter to the overall goal that building a socialist harmonious society of China.In response to these drawbacks, we analyzed the obstacles that existed in the reform of dual household registration system, and proposed some reform ideas in according to the guiding ideology and the principles which we should adhere to. The reform of dual household registration system has four aspects in China. Firstly, make the freedom of movement in to the Constitution, and provide the constitutional protection of freedom of movement; Secondly, to speed up the relevant legislation of the household registration system under the guidance of the Constitution; thirdly, adapt to social and economic development gradually on the basis of follow-up related reforms; Finally, consider the establishment of a special population management department to unify the management of China’s population. Only to advance the reform of the dual household registration system gradually, and improve the construction of the household registration legislation and management system, can we build a free, equal, harmonious and beautiful socialist country, our great cause of socialism will be thriving.
