Household registration system is a basic system in China with a long history.The established household system in new China began in1958, when RegistrationRegulations issued. Since then, under the specific history conditions, household systemconstantly tightened the migration from rural to city, and gradually established theurban and rural household management mode with Chinese characteristics, and varioussocial welfare and administrative systems were then carried out regarded to thehousehold registration system in the following years. The free movement and forcingconnection of household and welfare was eased until the reforms. Especially after2000,the population free movement and residence within the country is not the problem, butmany household institutionally anchored in social welfare and administrative systemwas still not transferable freely.In recent years, the requirements of reform on existing household registrationsystem are keeping rising, but the fact that China’s administrative system in manysocieties is built on the household registration system based on the urban-rural dualstructure, which making the household registration system reform extremely difficult.Chinese government’s top management team apparently have seen the necessary forreform, the central government has also issued a number of notifications on therequirements to reform the household registration system in recent years. However, thepresence of "striving" mentality in central government makes the pre-reformexperiments not very smoothly and successful, especially in the reform of major cities;the reform have no obvious progression. Even in July2014, the State Council issued"further promote the reform of the household registration system views", the reformobjectives on Beijing, Shanghai, Guangzhou and other major cities are only "to improvethe existing settled policy, to establish and improve the integration settled system". Inthe way of setting higher threshold, controlling the number, public entry criteria, theaim to solve these problems of migration accounts effectively, but there is no completely solution for managing the issues of household migration regulations inmajor cities.The present study on household registration system in Guangzhou as an example,analyzed the efforts and resistance from Guangzhou municipal government in theprocedure of promoting reform in household registration system, and proposed strategyand approach of reform on household registration system based on the national policy.Through the case studies, comparative studies and statistical analysis, to analyze andsolve these problems with a number of specific measures and programs from themicroscopic point of view.The present study disserted the definition and features of the householdregistration system, analyzed the achievement and difficulties encountered fromGuangzhou City in the reform of household registration system based on the history andpresent status, even more, disserted the strategy and approach to solve these practicaldifficulties encountered from national and Guangdong Provincial Government in theway analyzing the present difficulties, from the point of view of the optimization ofinformation technology, disserted the improvement in the population identification anddemographic statistic, with emphasis the important role of information technologicaldata sharing function for the reform of the household registration system. Finally, baseon the present Guangzhou social and economic development administration status, thepresent study proposed simplified migration registration procedures, delegated approvalauthority, use of information technology to strengthen supervision and other aspects inthe reform of household registration system. Aim to provide a reference for thehousehold registration reform in Guangzhou, Shanghai and other major cities.
