Research On The Supply For Aged Service Of Rural Empty-nest Elderly Of The Taihu County

Accelerating population aging, and pension issues relating to the national economy and people’s livelihood has become a social problem. In the economically backward rural areas, a large number of surplus labor force are transformed to economically more developed cities, forming a special group of "rural empty nesters". Because children are not around for a long time, the pension problem of rural empty nesters has a certain particularity, and the most critical part of the rural empty nesters pension problem is the insufficient supply, the main issue which relates to government, society and family and other subjects. The essence is the rational allocation of resources endowment, relating to equitable and harmonious development of society as a whole. Therefore, how to solve the problem of the supply insufficiency of rural empty nesters’ pension facing the country has become the inevitably difficult problem facing the whole society.Based on the field reaearch of Taihu county, Anhui Province rural empty nesters pension supply situation, we get a preliminary understanding of Taihu county, Anhui province rural empty nesters pension problems. From the perspectives of government, society and family, we can analyze the main reasons of the problem, learn more successful experience, like "Jindong mode" and "Feixiang mode" which aims at finding the solutions and suggestions to solve the problem of current shortage of rural empty nesters pension supply.This article consists of seven parts. The first part is an introduction. It introduces the background and meaning, purpose and methods proposed innovation of this study and literature review. The second part is the concept definition and theory related to this study The study helps define the concepts of "rural empty nesters", "pension supply", "quasi-public goods" and so on, and gives a brief introduction to the theory related to this study, and foreshadows the follow-up study. From the third part to the sixth part, they are the main parts of this study. The third part introduces the Taihu county rural empty nester pension status. The fourth part concludes reasons of the Taihu county rural empty nesters pension supply problem from the economy, life care, spiritual comfort, security, and labor burden then analyzes reasons of this problem from the three subjects of government, society and families. The fifth part selects "Jindong mode" and "Feixiang mode" as reference objects, summerizing their experience. Part six targets at finding the solutions and suggestions to solve this problem. Urban and rural development is the key, improving the relevant legal system is the guarantee; government care should play the role of bottom effect; enterprises are the supporting part; families play a leading role; and rural communities should also play an active role. The seventh part is the conclusion, summarizing the paper’s central argument and pointing out the shortcomings of the article.
