| This paper begins with the logical relationship between "social transition" and "empty-nest family in rural area", analyzes the reasons for the forming and present condition of rural empty-nest family under the background of population aging, Through which to point out that the transfer of young population from rural area to urban area is the main reason for higher rate of rural empty-nest family. During the process of social transition, the change of traditional family structure is having weakened the function of "Family Care for Old-age" and the supporting ability of empty-nest family itself is weakening. Furthermore, the lack of rural social security under our long-existed lag between rural and urban areas puts the rural empty-nest aged in front of a severe aging crisis. Through analyzing the references to find the point of overcoming that crisis are the demanding specialty of rural empty-nest aged and the establishment of the whole rural social security system, especially the rural pension insurance system. On the basis of absorbing the experiences of social welfare countries , insurance counties and Japan who has the "Family Care for Old-age" tradition like our nation, coordinated with the practice of overcoming the problems of empty-nest aged in some areas of the main land , a multi-layer security system is needed to be established to satisfy the aged people's needs. This system needs the cooperation of the Government,the Community,Enterprises and the NGO or NPO organizations,the family and the individuals to create good conditions for the aged people to live a peaceful left life, and to achieve their demands economically and psychologically. The responsibility of the Government to establish social pension system in rural area and to create good conditions for other social bodies devoting into the services for aged people is highlighted. Thus, to create conditions to form a harmonious society and put forward the transition process from traditional society to a modern one.
