Study On The Fulfillment Of Responsibilities By NPC Deputies Through Digital Media

The fast development of the internet has brought unprecedented changes to the traditional media. Under this background, all kinds of digital media based on the internet are becoming the circulation center of information. Cyber democracy, made possible by the development of modern information technology and carried out by the internet, is a new form of democracy. Alon g with changes and opportunities, the internet has also brought new challenges to modern democracy. Expanding the orderly participation of Chinese citizens in politics, cyber democracy is an active exploration and attempt in perfecting socialist democracy. The NPC system is our country's fundamental political system and the way to realize socialist democracy. With the constant evolvement of cyber democracy, the task of how deputies to NPC shall fulfill their responsibilities as practitioners of NPC becomes more and more important for the efficient operation of the NPC system and the consolidation of Chinese people's position as masters the nation. With theories on the representative democracy and NPC as the theoretical basis, this thesis clarifies the conten ts of traditional media and digital media, and makes a general analysis of the main obligations of the NPC members and the guarantee mechanism. In the age of traditional media, there is a lack of medium for NPC members to fulfill their obligations as well as to communicate with voters. Nevertheless, with the popularization of digital media, the above problems are being solved. The NPC portal, personal blog, microblog, e-mail, Weixin, etc. are functioning well. However, while bringing conveniences to NPC mem bers, the internet also causes troubles. For instance, the directness of internet participation brings impact on NPC members; the existence of digital divide intrigues fake information; the existence of “crowding effect” on the internet causes the abduction of information. Therefore, measures like improving the competence of the NPC members, regulating internet participation orders as well as perfecting related laws and regulations etc. shall be taken to improve the quality and efficiency of NPC deputies in fulfilling their obligations.
