Research On The Local Government Ecological Efficiency Performance Evaluation

Coincident with the unprecedented development of economy in China, has been the advent of resources insufficiency and environment contamination. Therefore, how to balance the economy development and environment protection is one of the twists and turns in society for governments. On the one hand, with the higher requirement of ecological services proposed by the public, local governments, as the agent of public accountability, are responsible for the efficient management of ecological resources; on the other hand, because of asymmetric information between governments and the public, tools for performance management are needed to help citizens estimate whether recourses are reasonably utilized by governments or not, and contribute to the supervision and control of governments’ performance. Moreover, in terms of the evaluation of local governments’ performance, traditionally financial indexes represented by GDP, which emphasizes the economic value, cannot meet the requirement of ecological resources management from the ordinary; the increasing number of people appeal to embrace the evaluation of ecological environment and the ecological fiscal. Indexes of ecological efficiency attach concentration on not only economic but also ecological value. Therefore, it ca n be regarded as the optimal choice to evaluate the performance of local governments.After introducing the background and the researching purpose, this paper analyzes the value orientation, principles and the factor system of framework construction for ecological performance of Chinese local governments, under the guidance of various theories involving public accountability, sustainable development and circular economy, market failure and public goods. Besides, learning from ecological performance evaluating indexes of environmental economic accounts from Germany, this paper establishes the system of indexes to evaluate the ecological performance of Chinese local governments. Furthermore, after comparatively analyzing different approaches to evaluate ecolog ical efficiency, this paper utilizes the DEA model to calculate and rank the ecological efficiency of Chinese provincial governments, and conducts a fitting analysis between the results and the conclusion concerning the satisfaction to livable cities and g reen cities according to the public; in the basis of ecological efficiency and evaluation of local governments’ ecological efficiency, it empirically researches on influential factors of ecological efficiency of Chinese local governments. Ultimately, sugge stions are proposed in this paper to improve ecological efficiency of local governments according to the t heories and researching results,from promoting the economic development model of sustainable development, adjusting industrial structure, raise the ur banization rate and strengthen the use of the environmental protection funds management and build perfect ecological report of local government three aspects.
