Government's Guidance Of Public Opinion Under The Micro-blogging Environment Of

As the most important medium in the information age, Internet has a profound effect on each field of our social life, including politics. Every progress of the development of the Internet has affected the political field. Micro-blog, which has became popular in recent years, is a typical example of this. As a platform for information sharing and social engagement, micro-blog is not only the most active and comprehensive source of information, but also a crucial way to take part in political affairs, which may influence government decisions directly or indirectly. In recent years, micro-blog has gained much attention from the government and became a secure access to critical information flows for its timeliness, dynamics, possibility of disseminating to more micro-blog users, and large number of registered users.However, in today's network environment, micro-blog is a double-edged sword in a way. On the one hand, positive direction of public opinion may improve government's social management and social service, and enhance the government's credibility and the ruling ability. On the other hand, negative direction of public opinion can increase resistance to government management and service. Therefore, in this network environment, especially micro-blog environment that has became widely used these years, government is paying more attention to the problem of direction of public opinion in internet environment, and trying to take steps to strengthen the guidance of positive public opinion on the internet. This paper is focusing on government's guidance of public opinion under internet environment, using the chief micro-blog to study, analyzing the present situation of government guidance of public opinion under micro-blog environment, acknowledging the positive influence of guidance of public opinion on expanding citizen participation and speeding up dissemination of information, promoting availability to political information,generalizing the problems that occurred when guiding public opinion, comparing with the guidance and supervision of public opinion in the United States, United Kingdom,and Japan, and then giving appropriate suggestions for government guidance of public opinion in our country's micro-blog environment. Also, this article takes how government used micro-blog, a new and developing media, to react at the beginning and later on when the accident of MH370 happened as a research object, in order to find out the importance of micro-blog for government guidance of public opinion.Finally, the paper will think about the measures of guiding public opinion for government in micro-blog environment and giving suggested improvement.
