Study On The Pattern For Centralized Agent Construction In Military Project

As the national strength growing, army building is in a good stage of development, Army building in the capital has become increasingly onerous task. Same as the non-operating government investment projects, military construction project is facing many new situations and problems. Army issued Agent System project management approach in 2013, it is a major change in military construction project management. However, using “Agent System” in military investment projects is still at an elementary stage, the relevant administrative structure, mechanisms and legal regulations are not perfect. At the same time, establish a reasonable and effective performance evaluation system,and evaluate the agents have already become the key to success whether the military implement the“Agent System”or not.Firstly,this paper studies the current status of military engineering and construction project management problems, then in the practice of government investment project ACM mode of experience as the platform, research the theory of Centralized ACM mode, and combining the reality of military engineering construction, on centration of the military projects implemented construction necessity analysis, optimized design of military engineering construction project management mode of Centralized ACM. And then, Paper select indicators for performance appraisal from five dimensions, and constructed the construction project performance evaluation index system based on the BSC, and using AHP to calculate weight of the evaluation index, and analyzed the results.This research has a positive reference for promote the implementation of the agent in military project and the development of the military project construction management.
