The Balanced Scorecard Index System Construction For Anning County Government Performance Evaluation

Because our government is facing complex and changeable international environment,and our people's interests demand is pluralistic,our government has constantly trying to improve governing by reforming and innovating to dealing with these new situations and requirements.Transformation of government function must cause an adjustment of government performance evaluation index.A scientific government performance evaluation index could promote the transformation of government function.There are many problems needed to be solved in current government performance evaluation.So the current way of government performance evaluation is no longer adapted to the current development stage.Therefore,this dissertation chooses government performance evaluation of a western county to research and hopefully find a way to improve the government performance evaluation.The main logic order of this research is:Firstly,review and summarize the current theory of government performance management and balanced scorecard.Secondly,based on these theory,analysis the government performance evaluation case of the chosen county.Thirdly,using balanced scorecard method to set up a new index system of government performance evaluation for thechosen county.Fourthly,discuss how the balanced scorecard performance evaluation index system could improve government performance evaluation.The following research method had been used:the empirical research method,the questionnaire method and literature analysis.The results of this research can be used as a reference or a case studies.
