Peddlers and roadside stall business are problems exist in most cities and have become a common social phenomenon all over the world. Especially in our country, with the transition of China's urbanization and the acceleration of the economic system, roadside stall business, due to its low threshold, low cost, fast income, is becoming an important mean for the unemployed to make a living. Roadside stall business has its rationality and advantages, but also causes many problems to city environment and traffic and has become a major problem of the current city management. The specialty of roadside stall and lack of effective management method have resulted in the dilemma between city management departments and the peddlers. The severe contradiction between law enforcement officers and peddlers not only seriously affects the social stability, but also has caught the attention of the society and the government.This paper includes four parts. The first part is the introduction, which mainly introduces the background, the current domestic and foreign research about roadside stall business, the theoretical and practical significance of this thesis and its innovation. The second part introduces roadside stall business problem of our country's situation and the harm. With the deep analysis of the reason of roadside stall phenomenon, Analysis of the management problems of the roadside stall business. The third part takes Tai'an City as an example. Based on its actual situation, Tai'an city identifies the core reason of the roadside stall business and attempts to solve the dilemma of the peddlers through the construction of convenience market. The thesis systematically introduces the measures taken in the process of implementation and its achievements, summarizes the experience and existing problems. The fourth part introduces the management experience of roadside stalls at home and abroad and put forward the specific countermeasures of roadside stalls combined with the experience and practice of Tai'an City. It points out that the necessity of the change of the existing management concept and strengthens the role of city management planning in advance and guide the broad masses of people's participation in city management, encourage the innovation of law enforcement, take into account the interests of all parties, achieve the rational allocation of public resources, and gradually resolve the roadside stall problems.
