With the speed of citization go fast in our country, the traditional model that the government provide the all in city constructment and city management can not adjust to the need of the development of the economy and society . In the traditonal model, there is no enough money to built and manage the city for the government. Many scholars and managers put forward the thought "city management", "city management", as a new idea, a new model, many problems occurred during the practice of it.In this paper, in allusion to the main problems occurred during the practice of "city management" in the present time, combining the instances in the fact, I attempt to bring forward some relevant resolvents and countermeasures.Currently, during the practice of city management", the following main problems exit: win the capital of the city constructation only, government leading thepractice, the understands of the objects are not scientific the market principle parts lack, the steps of innovation lagged in public utility and the obligations and supervisions is morbidity. Why there are so many problems ? the causation is that: people have no good understands to "city management" , the system reforms lagged and the exterior conditions are juvenility.In allusion to these instances, I analysis "city management" once more , at the same time , in the facets of definituding the governments action, innovationing the city building and management systems and quickening the steps of public utility reforms, I provide some suggestions and countermeasures in the paper .
