The Study On Solving The Problem In Urban Roadside Parking Management In The City Of Beijing

With the rapid growth of car ownership,it brings serious pressure in urban traffic and also makes the urban parking problems become one of the daily concerns of the public.Government took up roadside parking fees for the distribution of the reasonable use of public resources and adjust the car travel and this is the behavior that the government should do.But the advantage of the current domestic urban roadside taking-up parking is not obvious,on the contrary the negative effect is more outstanding.It is an urgent problem that needs to be solved for the urban traffic,which is chaotic encroachments parking fee management.Based on the theory of administrative public property right,this paper analysis the current situation of roadside parking fee management in Beijing by using case analysis and combining with international advanced experience.The problems of urban roadside parking fee are described in current Beijing city,such as parking fee management process of erosion,charge management mode single,parking management planning lag,roadside taking-up parking management in the multiple management,etc.The paper comes to the conclusion finally that the potentiality is tremendous in Beijing roadside parking fee market and roadside parking fee management has a good condition in Beijing.But there still have some problems such as the process of roadside parking fee management is in disorder,lack of grass-roots management oversight,conflict in government's management functions and management legal documents without specification.The focus of the future roadside parking fee management in Beijing city mainly have a few aspects,such as the adjustment of administrative structure and department,optimizing the management measures and means,perfecting the regulations and system about roadside parking fee management,enhancing the level of government information publicity.
