Study On The Public Emergency Management Of Township In Banan District Of Chongqing City

With the rapid development of economic of our country,natural disasters,accidents,public health incidents and social security incidents occurred frequently. It causes uncertainty of people's economic and social life. How to enhance our government's capacity of dealing with public emergency have become a hot issue of our people and a big challenge of government at all levels. The township not only the bridge between the government and people but also the direct practitioners of various kinds of policy. In a word,it is the servent of our people. Strengthening the emergency management of the township and promoting our township's ability to deal with public emergency which have great significance to protect the local people's lives and property safety and guarantee stable development of the local social economy and political stability.This article takes the Banan District of Chongqing as an example,using the method of literature research,case study method and comparative study method,the problems of the emergency management of public emergencies in Banan District of Chongqing city were analyzed,and the corresponding countermeasures and suggestions were put forward. Through investigation and research,the author found that there are four main forms of public incidents in Banan District,such as natural disasters,accidents, public health and social security. Banan District Emergency Management of public emergencies has the management function of existing management responsibilities fuzzy,the emergency plan system is not perfect,the management team is not professional,the quality of emergency rescue team is not high,emergency rescue material shortage and publicity and education is inadequate. Those problems are mainly due to the emergency management system is not perfect,the emergency management personnel quality is not high,weak sense of crisis between the cadres and the masses,the financial ability of township is weak,the infrastructure investment shortage and other reasons. In short,completing the emergency management system construction of “one case and three systems”,improving mechanisms,providing adequate property security,enhancing the consciousness of public crisis,enhancing public self-help and mutual aid capabilities.
