If these relationships are not coordinate, which result’to unexpected event lead to harm to the society. The society harmony and justice is the priority responsibility of the grassroots government. The research concentrates on the grassroots government to handle unexpected event methods, which is an important practical value.This article base on the unexpected event in the Nansha, Guangdong province as the research objective. Though literature review and surveys methods describe unexpected event characters and trend of event. Build research theoretical framework to analysis the unexpected event management. Further analysis the Nansha event problems. There are insufficiency risk notice, the plan of event to be improve, people defend these event knowledge lack and weak, urban emergency response mechanism does not build etc. The event "Typhoon Molave" as the case to analysis the Nansha handles unexpected event problems. As this foundation to give an improve management system, achieves emergency management work efficiency, build complete management mechanism that made the right authorized effectively, improving the people realization about emergency event though activities hold in society. Enhance the protection system for people, with regard to the project achieve work subtilize and societally, aim to resources integration, enhance the warning system, improve preparedness protections and given policy suggestions.
