The Research Of Promotion Effect Of Civil Rights Protection On County-level Government

In the end of last century, the central government put forward the principle of administration by law, since then, such a principle began to put into force in all-level governments. So, a lots of researchers come to explore the following issues, such as how to promote the administration by law, how to strengthen the capacity of the government to do so, especially, the county-level government, which is the direct practitioner of this principle. In this paper, the main point is that, as one of the most important impetuses of administration by law of the county-level government, what's the way of effects of the civil rights protection, what the problem of application of it is, and above all, how to make good use of its positive effects.According to the application of politics, administration and social science, this paper describes the main connotation of the civil rights protection and county-level administration by law, explores the implication of the former in the perspective of the later, previews the positive effects of the promotion of the former on the later, and makes some suggestions on this issue in the end.In the first chapter, on the basic of the present research, this paper makes a preview on the project of civil rights protection and county-level administration by law. And then, this chapter illustrates the relevant theories and approaches which will be use in the following chapters, shows the meaning and necessity of this paper.In the second chapter, the main work is description of the main concepts of this paper, such as county-level government, civil rights protection, administration by law, and so on. After this work, we will get the main projects, points and arguments of this paper. Through the theories on role of the masses on the causes of historic development, the political participation, this paper try to find some theoretic ground for the promotion of the civil rights protection on the county-level administration by law.In the third chapter, after affluent discussion of the approach and achievements of the promotion of the civil rights protection on the county-level administration by law, this paper finds that, through the mechanism of the initiation of law supervision, the realization and recognition of its errors, the conscience of administration by law, the civil rights protection could promotes the county-level government to practice the principle of administration by law. After analyses of some cases, this paper testifies the above-mentioning argument.In the fourth and fifth chapter, the paper points the deficiency and the causes of the civil rights protection on the county-level administration by law, and makes some targeted suggestions.
