The Role Of County-level Government Under The Construction Of Characteristic Town

Characteristic town construction is a new type of economic and social construction project,which effectively promotes the local economic and social development,also brings a series of new situations and new problems,and gives the role-playing of the local governments a variety of new demands and new challenges.Taking “A” town as an example,the paper explores the role of county-level government in the construction of characteristic town,it has unique practical significance and academic value.The research shows that the characteristic town presents the characteristics of the co-construction of government and enterprise,the foundation of local characteristic resources,the goal of symbiotic inclusion and the way of project operation.Based on the characteristics of the particularity of characteristic town construction and the level of county government,the central,provincial,city and county governments made the preliminary system arrangement for role of county-level government in the construction of the characteristic town,which stressed that the county government need to play roles of group leader,implement policy providers,public servant and supervision reviewer in the construction of characteristic town,which present administrative role characters of fusion,instructive,service and cooperative.In the construction practice of “A” town,the county government tries to play the roles of leading,cooperator,service provider and supervisor,and has achieved certain results.However,there are important deviations such as leading role failure,weak service role,fixed role fixing,and lack of supervision role in the practice.The main reasons are unclear roles,insufficient understanding of roles,incomplete role norms and lack of role conditions.The role-playing of county-level government is directly related to success or failure of the construction of the town.For its role deviation,we need to be based on the specific environment characteristic town,taking the public governance theory as the instruction,serving the construction policy of characteristic town as the gist.Consequently,we should reasonably orientate role,perfect the role norm,create the role condition,and improve the role evaluation,etc.Ultimately,We will further improve the role of county-level governments and promote the construction and sound development of characteristic towns.
