The Role Of County-level Municipal Governments In The Development Of Service Industry

In the stage of the world's economy,service economy as an important part of the real economy,is increasingly manifest its vigor and vitality,and its level of development is an important symbol to measure the level of economic and social development in the region.At present,the developed countries have entered the post industrial era,and its service industry is developing rapidly,accounting for more than 60%of the proportion of GDP.In our country,the economy is in a critical period of transformation and upgrading,the state attaches great importance to the development of service economy,accelerates the pace of adjustment of industrial structure,introduces the service industry policy,and improves the contribution of the service industry to the economy.In the recent years,more and more scholars have been studying the service industry development,but most of them focus on the industrial economy itself,or focus on the first tier cities such as Shanghai,Guangzhou and so on.The market and the government are important starting point to achieve the efficient allocation of resources,in the system of socialist market economy of our country,although the market is endogenous strength of the service industry development,but how to play a good government(the visible hand)to match the market and promote the development of the service industry,this has a certain significance.At the same time,big cities to the development of the service industry have many unique advantages,such as industrial agglomeration,preferential policies,the flow of talent.So as a county-level city in the grass-roots of state administrative division,grass-roots government how to guide local service industry in the big cities of sandwich,avoid siphon effect and the homogenization of competition,this has a certain significance.Therefore,this paper will with the government public management for starting point,to governance theory as the theoretical support,in Jiangyin City,Jiangsu Province as an example,in the integrated use of literature research method,empirical research method,theory with practice research method,study service industry development of the county-level city from the perspective of the role of government.Specifically,this thesis is mainly divided into five parts:the first part mainly introduces the background and significance of the research,literature review,research ideas and research methods;the second part hackles the related theories of the role of government,I hope by governance theory,meta governance theory and other theory of the role of government,to provide a theoretical basis for the role of the government in services industry;the third part takes Jiangyin as an example,to illustrate the current situation and the existing problems of county-level governmental role in the service industry development;the fourth part draws lessons and summarizes the experience of the development of the service industry of the county-level government,through the research the role of American city(town)?county(district)government and China's advanced counties(districts)government in service industry;the fifth part is about suggestions for the role of government of service industry in the county level.Government has to play the role of "servant",through four aspects of making planning,optimizing policies,maintaining order,improving quality,do the "planning with reasonable layout + policy with effective regulation+ market order maintenance+business development services" work.
