Administrative decision-making activity is one of the most important part of administrative management, with the development of social economy, the government’s administrative decision-making activities increases more widely, so does the county-level government. Its plays an important role in legalization government construction. The construction of legalization government is an important management idea of modern countries, and the key part is county-level government.
