At the beginning of last year, a new round performance reform was led by the Tieling Municipal Party Committee and the Government of Tieling, Liaoning. Along with the establishment of the performance reform lead execution office, a comprehensive performance review was performed by the lead execution team with the target of whole departments of government of Tieling. As a pilot implementation city of the performance reform in Liaoning Province, Tieling has become a very important part of the whole development program in Liaoning Province. The leaders of the Tieling Municipal Party Committee and the Government of Tieling have been highly paying attention to the execution of the performance review program and with the efforts putting in research and innovation, some of the goals have been achieved. For example, productivity has been rapidly raised by merging some of the similar functional departments, simplifying processes and also cutting down extra government employees. But with the limitation of some factors like the reform theory is being implemented late behind within the whole country, there are still challenges in progressing the performance reform in Tieling. An example to that can be duplicate responsibilities cross multiple departments and also stuff distributary after reform.Through the analysis of the performance evaluation system of Tieling City, through the analysis of its existing problems and the reasons for the analysis, learning the advanced experience of local government, put forward measures for the reform of Tieling City, to provide new ideas for reform. In order to achieve this goal, the author uses the method of literature research, comparative analysis, empirical research and other methods, the Tieling municipal government performance management reform as the research object.Through field investigation and careful analysis, the author believes that the reason why the reform of government performance in Tieling will appear the lack of reform ideas, power will highlight, lack of effective supervision and other issues, the main reason is that the organization's internal concept is backward, administrative intervention is over, the lack of incentive mechanism and other factors, the implementation of the performance reform. Therefore, according to the actual situation of the Tieling municipal government, the author puts forward the improvement measures from three aspects:the establishment of the institution, the division of the function and the policy guarante.This article consists of four parts.Part 1 is to perform analysis to the current performance review system, including the introduction of the research background and meaning, also sharing some of the researching status happened in foreign counties and so on to build a foundation of the whole article.Part 2 is to introduce some of the examples in implementing the performance reform in Tieling City. Main purpose is to summarize the current progressing status and the development of the reform program.Part 3 is to focus on analyzing the examples shared in part 2, to better understand the route cause of the problems.Part 4 is to provide some advices in performing the performance reform led by the government of Tieling, also to customize the process including resetting organizations and responsibility partition for the government to optimize.
