The Study On The Motive Mechanism Of The Inter-governmental Collaborative Governance In Beijing-Tianjin-Hebei Region

With the change of the global public administration environment,the traditional single,fragmented and fragmented local government governance mode is seriously lagging behind the complicated modern government governance field,which is an important institutional obstacle to the development of modern economic society.In the face of the plight of the traditional single local government public administration,the western countries began to explore the way to improve the level of government synergistic governance,the emergence of a large number of governance theory.These governance theories show a certain degree of deviation from the practice of guiding local governments to enhance the level of cooperative governance and fall into the dilemma of the transition from traditional governance to modern governance.Therefore,theorists need to give theoretical guidance and practical guidance to the local government.Beijing-Tianjin-Hebei inter-governmental cooperation after 30 years of development has not made substantial progress,seriously restricting the Beijing-Tianjin-Hebei regional governance level of effective improvement.To this end,this study,based on the theory of collaborative governance,take the initiative out of the West on the local government collaborative governance research "pattern",the object of study focused on the Beijing-Tianjin-Hebei inter-governmental collaborative governance mechanism,in order to achieve localization theory Innovate the research and explore the feasibility of improving the level of intergovernmental governance in Beijing,Tianjin and Hebei.First of all,this article from the theoretical level of the local government collaborative governance of the origin.This paper analyzes the connotation,characteristics and elements of the dynamic mechanism of intergovernmental collaborative governance on the basis of the related literatures at home and abroad.Secondly,based on the theory of collective action rational choice,the general management theory and the theory of incentive,and the theoretical basis of incentive theory,this paper constructs the "dynamic mechanism model of local intergovernmental cooperative governance in Beijing,Tianjin and Hebei".Taking the model as the research frame,this paper analyzes the problems and the reasons of the dynamic mechanism of intermediation coordination in Beijing,Tianjin and Hebei provinces.Due to the interests of the Beijing-Tianjin-Hebei inter-bank coordination mechanism,the interests of the integration mechanism,the lack of trust mechanism,the traditional bureaucratic constraints,the formal system is not perfect and the prevalence of informal rules and other factors,leading to Beij ing-Tianj in-Hebei intergovernmental coordination Mechanism in the operation of gravity is limited,pressure imbalance,thrust and resistance is too large and so on.On the basis of drawing lessons from extraterritorial experience,this paper draws up the path of promoting the mechanism of intermediation of Beijing,Tianjin and Hebei.Finally,through the review and review of the dynamic mechanism of the Beijing-Tianjin-Hebei inter-governmental synergetic governance,the following conclusions are drawn:First,the lack of dynamic mechanism is the deep-seated reasons for the long-term stagnation of the Beijing-Tianjin-Hebei inter-governmental coordination.Second,the equal governance of the main body can enhance the Beijing-Tianjin-Hebei inter-governmental co-governance of gravity.Third,the Beijing-Tianjin-Hebei inter-governmental co-governance needs to support the power of coordination,the central government decentralized Beijing-Tianjin-Hebei inter-governmental coordination of governance power is conducive to enhancing the Beijing-Tianjin-Hebei inter-governmental coordination of governance power.Fourth,moderate and reasonable pressure to make the Beijing-Tianjin-Hebei government to produce synergistic sense of urgency,is conducive to improving the Beijing-Tianjin-Hebei inter-governmental coordination of governance power.Fifth,the establishment of the Beij ing-Tianj in-Hebei intergovernmental compensation mechanism,and the reconstruction of its trust relationship,can eliminate the Beijing-Tianjin-Hebei inter-governmental coordination of governance resistance.
