The research methods of this thesis are document retrieval method, field investigation method,system analysis method, logical analysis method and experience sum-up method.Analysing the character and incentive of tianjin's urban road emergency, knowing the primal problem existing in replying the urban road emergency,to explore and perfect a new high-performance management system which can providing chief gauge to deal with the urban road emergency for the traffic administrative department in tianjin.
