In recent years, with the rapid development of NGOs in China, more interactions between the NGOs and the government, academic circles pay more attention to the relationship between NGOs and government. At present, the academic circles advance some concepts to explain the relationship between them in combination with the actual situation of China.on the one hand, these concepts admit NGOs are depend on the government, on the other hand,they insist that NGOs shall take action to get more autonomy.However, most scholars mix Independence with Autonomy in their researches, they ignore the autonomy includes two aspects:organizational autonomy and professional autonomy. In this paper, we discuss the dependence and autonomy of NGO on the basis of other researches. We argue that at present, the relationship between NGO and government presents "dependent Autonomy", that means NGOs depend on government organizationally,but can get some professional Autonomy. In terms of dependence, the dependence of NGO is due to historical reasons, government regulation and resource dependence, but dependence is not a defect of NGO. In terms of autonomy, due to the limit of ability, resources, status and role,NGO is unable to obtain organizational autonomy. At the same time, autonomy also have some disadvantages. NGOs can achieve professional autonomy by some action strategies.Finally, this article turn theoretical study to a case study. We look into act ion strategies of NGO under the situation of the government purchases of public services through the case study of DingXing Civil Society Organization Servic e Center. We also made some suggestions of how can NGOs obtain more prof essional autonomy.
