Research On The Autonomy Of Public Welfare Social Organizations From The Perspective Of Resource Dependence Theory

Different from Western countries,the rise and development of our social organizations has its specific political background.Scholars pointed out that the development of social organizations in China can be divided into "top-down type" and "bottom-up type",that is,two models of government support development and private independent development.However,based on the political background of China’s "strong state-weak society",regardless of the type of social organization,its development is deeply affected by the government.With the transformation of the concept of state governance from social management to social governance,the relationship between the state and society has been significantly eased.Under the modern social governance system advocated by the state,social organizations play an important role.However,the development of public welfare social organizations in China is not mature enough.In the cooperation with the government,on the one hand,there are huge differences in resource endowment and legal resources,on the other hand,different from mutual benefit social organizations.Public welfare social organizations are generally more limited in terms of resource sources.Therefore,in terms of resources,they will be more inclined to rely on the government to form "dependency cooperation." However,this attachment is exchanged for sacrificing the autonomy of public welfare organizations.For non-profit social organizations,autonomy is the basis for winning public trust,ensuring organizational goals and improving organizational efficiency.Lack of autonomy not only violates the government’s goal of purchasing services from social organizations,empowerment,and the purpose and cultivation of social organizations,but also for the sustainable development of public welfare organizations and the ideal of "strong state-strong society" The construction of the pattern will have a negative impact.Therefore,it is particularly important to pay attention to the autonomy of public welfare organizations.This paper takes the public welfare social organization "Shantao " as an example,using literature research methods,participatory observation methods,case study methods,based on resource dependence theory,multi-center governance theory,etc.,systematically discusses the development of "Shantao" Different stages,their autonomous action strategies and autonomy characteristics.The study found that " Shantao " experienced two transformations in the development process.In the "Internet+" period,in order to cope with the organizational survival dilemma," Shantao " timely adjusted organizational goals and upgraded the operation mode,which made the organization compete in the fierce market.Survive in the middle.The autonomy characteristics of " Shantao " in this period mainly manifested as:the organizational commitment of autonomy,the organizational structure of independence and the goal adjustment of flexibility.Subsequently,in the "Shantao" landing community,close to the government,and the construction of offline charity supermarkets,in order to avoid excessive dependence on government resources,"Shantao " continued to expand its organizational resources,including economic resources,social resources and political resources.Internally improve the strategy of organizational governance,actively construct the autonomy of the organization,and make the organization gradually enter a stage of stable development.The autonomy of " Shantao " in this period is mainly characterized by decentralized sources of funds,extensive public foundation,market-oriented strategic knowledge and mature experience of responding to government personnel.In addition,the author also analyzes the value of the autonomy construction of public welfare social organizations,including the formation of relatively equal market subject status,relatively independent contract freedom,and sustainable development.On this basis,the paper further discusses the enlightenment of "Shantao " on the development of other public welfare organizations.Among them,improving the professionalism of the organization is the basis and key for the organization to cultivate autonomy.Expanding the resource collection channel is an important way for the organization to cultivate autonomy.Learning from the market-oriented operation mode is the possible path for the organization to cultivate autonomy.
