Problems And Countermeasures In Operating Linkage Mechanism Of Public Security Prevention And Control

As stated in the report of the 19th National Congress of the Communist Party of China,"it is crucial to establish a social governance model based on public contribution,joint participation,and common interests".The linkage mechanism of public security prevention and control is an important manifestation of such a social governance model based on "public contribution,joint participation and common interests".It refers to a series of operating modes in which public security organs follow the leadership of Party committee and government and cooperate with other government departments,enterprises,institutions,social organizations and residents to maintain public order and solve public security problems by means of combat,prevention,management and control and in accordance with certain procedures and rules including reciprocity principle.The research activities related to the mechanism,such as describing the operating condition,judging the problems during operation,analyzing the cause of problems,and proposing countermeasures to solve problems,should be based on the corresponding basic theories.In this sense,the New Public Service theory,the Polycentric Governance theory and the Collaborative Governance theory are selected as representative theoretical basis.Luzhi Town is a historic old town located in the Wuzhong District.The crisscrossed rivers,ponds,streets,alleys,and heritage buildings have increased the difficulty in public security prevention and control.In the wake of rapid economic development and growing migrant population,the situation of public security in the town is increasingly complex in recent years.Therefore,Luzhi Town has established a linkage mechanism for public security prevention and control,so as to analyze the situation of public security,mediate contradictions,manage actual population in community,govern potential safety hazard,preserve public order in streets and collect valuable clues all in an interconnected way.Since the establishment of the mechanism,the town's capabilities have been improved in terms of preventing and combating crime,meditating disputes,supervising safety,handling emergencies,and safeguarding security.However,the operation of the mechanism is still confronted with some problems,such as defective linkage system,lack of unblocked channels for resource integration,and unbalanced development of governing bodies.The main causes of the above problems include insufficient legal basis,weak linkage consciousness,limited authority,unclear division of powers of governing bodies,self-interest of all stakeholders,and inadequate guarantee system for public engagement.Successful experiences in other regions worldwide provide some valuable references for improving the effective operation of the linkage mechanism of public security prevention and control in Luzhi Town.In response to the problems,it is necessary to 1)improve relevant laws and regulations on public security prevention and control,and confirm the legal status of multi-agent participation in prevention and control;2)start with the top-level design,let the Party committee and government step up to its leadership responsibilities,expand the fields relating to linkage,and optimize the linkage mode;3)enhance resource sharing,and build a pattern and platform to access resources from each other by opening up government-owned data platforms,purchasing market services,and promoting social self-governance;and 4)improve the awareness and ability of social forces to participate in prevention and control.
