Study On The Path Of Inner Party Rules And Regulations Of Communist Party Of China

The construction of the inner Party's laws and regulations in the overall layout of the Party's construction has the overall and basic status, playing the role of commanding the whole situation and this role covering the Party's ideological construction,organization construction and governance capacity building. The Communist Party of China should strengthen its level of leading and administering the country according to law, which not only depends on the national laws, but also the inner Party's laws and regulations.The degree of the completeness of the inner-Party's laws and regulations is an important criterion to measure whether the political parties are mature or not, and it is also the necessary requirement for the Party to realize modernization.Since the 18th National Congress of the Communist Party of China, the Chinese Communists represented by General Secretary Xi Jinping have attached great importance to the construction of the Party's laws and regulations and have strived a lot to lock the power in cage. At the same time, they pointed out that "the Party Constitution" is the fundamental law of the Party and the chief rules that the whole Party must follows, which shows the right direction for the construction of the party's laws and regulations.This paper mainly uses the system analysis method and literature method to elaborate the research background, significance, research status in the preface. The first chapter introduces the connotation and the related concept of the Parry's laws and regulations. Quoting different views from experts on the inner-party's laws and regulations.It first points out the theoretical and realistic basis of the construction of the Party's laws,and further deepen the understanding of these regulations by contrasting the similar concepts. The second chapter is the historical exploration of the construction as well as the experience of the construction of the party's laws and regulations.The third chapter mainly explains the function of the this construction. The fourth chapter is provides the basis for the construction of the Party's laws the current problems during the processes of formulating, implementing, supervising and publicizing the party's laws and regulations. The fifth chapter is the stance and core content of this paper which mainly seek possible solutions for those current problems. It points out four feasible solutions. First, do the overall planning and strengthen the system construction of the Party's laws. Second, enforcing the law strictly and improving the implementation level of the Party's laws and regulations. Third, strengthening the supervision and perfecting the record review mechanism. Last, increasing publicity and expanding the party's laws and regulations etc.
