Study On The Administrative Problem Of Social Organization And The Research Of "De-administrative" Management

The social organization puts itself into the operation of the public affairs as a participant's identity,as a powerful force to undertake some of the social functions from government,it not only can meet the social needs of the public comprehensively and optimize the ways of social management reasonably,but also can stimulate the enthusiasm of the public to participate in social activities,in order to resolve social conflicts and maintain the social fairness,which inject fresh blood to promote the coordinated development of social economy.Hubei Province,as one of the most developed provinces of central China in economic development,in recent years,the development of social organization had been growing,which it has made important contributions in providing social services and management of public affairs,and achieved some success.But it also exposed various problems in management and operation at the same time,and the administrative phenomenon has become hidered the function of social organization into full play,which even became one of the drawbacks of severely affect its survival and development.If it wants to continue to play the significant role of social organizations in the public domain,which form a structure"collaborative governance"by government?market and society to make up for the absence of the government,out of position in the social management and the "market failure" problem exists in public service,the point lies in the correct understanding of the administrative problems,only implement the "de-administrative" reform,can make the social organization take an independent path of development,to achieve the sustainable development of social organizations.This article starts from the present situation of development of social organizations,expounding the role of social organization in public field,reviewing and evaluating the domestic and foreign research status as well,and uniting the relevant theoretical study about administrative problems and "de-administrative" reform of the social organization,in order to provide a solid foundation to analyze the administrative problems and the route search of "de-administrative" reform.Through combining the available data by research and the information to introduce the current situation and history of development of social organization in Hubei Province.Pointing out the administrative issues of social organization and its pattern of manifestation,then focus on the analysis of the harms caused by the administrative problems and the related causes of harm.Combining the resistance analysis of "de-administrative" reform of the social organizations in Hubei province at present stage,surrounding on the base of feasibility and operability of "de-administrative"reform,mainly from government?organization and society three aspects to explore a path of"de-administrative" reform.
