The reform of the system of administrative examination and approval,have attracted much attention at this time. "The central committee of the communist party of China deal with some major problems about comprehensively deepen reform" have been announced at the third plenary session of 18. At the same time, the reform of the system of administrative examination and approval has to be a focus at Chinese society for the study of administrative law in 2014. We do research the reform of the administrative examination and approval system, which providing theoretical basis for deepening reform.At present, there are a lot of the theory about administrative examination and approval, but society is in constant development and variation, so there are a lot of theory can not adapt to the new society. What is more, some research topics are not consistent with their contents. The phenomenon is widespread in nowadays. Many people treat the administrative examination and approval system as its reform.Though the analysis of the administrative examination and approval are very comprehensive, but the problems and strategies of reform for the administrative examination and approval are not involved. Based on this background, Putting the reform as the research object is particularly important. This article focus on the reform in the dynamic perspective, as well as basing on the basic theory of the system. By analyzing the problems in the reform, consequently, I will put forward targeted,practical measures to deepen the reform for our country.
