Research On The Department Coordination In The Reform Of Administrative Examination And Approval System

The promotion of the reform of the administrative examination and approval system is the only way to promote the transformation of government positions,improve the quality of government services and build a service-oriented society based on the rule of law.In order to further deepen the reform of government affairs,as early as 2015,the Legislative Affairs Office of the State Council formulated a relevant work plan and carried out pilot work on the issue of centralized licensing,and determined to set up a pilot in seven provinces of China.Since 2015,various regions in China have successively carried out and implemented the deepening of administrative licensing reform,and established corresponding administrative approval bureaus.With the implementation of "separation of audit and management" in various regions,that is,to refine and separate the supervision and approval power,the relationship between "audit" and "management" has gradually shifted from decentralized approval to centralized approval,integrated services and intensive office work.The new "integrated" audit and management model has raised the issue of departmental barriers.The relatively centralized licensing reform has stimulated the internal power of inter departmental reform.The new concept of collaborative office work has promoted inter departmental cooperation and improved the overall service efficiency of the government.However,the administrative approval system after the reform is still in the initial stage of the new system,and because it involves the cooperation between multiple departments,there are information barriers,communication gaps and imbalances between departments,The complexity and new contradictions in the process of reform and operation and maintenance are gradually highlighted.Therefore,this paper hopes to go deep into the implementation and reform process of administrative examination and approval,put it into the actual operation of department cooperation,analyze the actual crux and deep obstacles of administrative examination and approval reform,put forward thinking and directional suggestions based on practice,and provide further possibilities and directions for the continuous exploration of new optimization mechanisms and innovative ways of administrative examination and approval reform.This paper analyzes and dissects H District of Tianjin as a typical case.By studying the practice of the reform of the administrative examination and approval system in H District,and by means of literature analysis,on-the-spot investigation and empirical analysis,this paper analyzes the connection of examination and approval and supervision of the "separation of examination and management" after the reform of administrative examination and approval,as well as the cooperation between relevant departments.With the theory of integrated government and the theory of coordinated government as the starting point,The problems arising after the separation of audit and management are elaborated and analyzed,and the disordered status quo of "kicking the ball" mutual buck passing,"independent" information island,and "Kowloon water management" audit and management are sorted out.The root lies in the unclear division of functions of departments,the absence of an information sharing platform,the lack of standardization of the regulatory mechanism,the incomplete reform of administrative examination and approval,the imperfect supporting system and many other problems,which have a certain restrictive effect on the effective operation and active responsibility of administrative examination and approval.The article tries to inject new elements into the establishment of a sound,effective and powerful administrative examination and approval system,seek new positioning and build a new mechanism by promoting the reform of the administrative examination and approval management system and the coordination of administrative examination and approval,improving the mechanism to promote the coordination of administrative examination and approval,and promoting the internal circulation of administrative examination and approval.
