Practice And Improvement Of System Of Regional National Autonomy In Innermogolia

Regional national autonomy is the basic policy adopted by the Communist Party of China for the solution of the national question in China through its application of Marxism-Leninism; it is an important political system of the State. Regional national autonomy means that the minority nationalities, under unified State leadership, practice regional autonomy in areas where they live in concentrated communities and set up organs of self-government for the exercise of the power of autonomy. In China, a unitary multinational country, autonomous areas may be established where minority nationalities live in concentrated communities, and the organs of self-government may be set up for the exercise of the power of autonomy. These three aspects constitute the main contents of the System of Regional National Autonomy. The regional national autonomy system embodies the implement of the law and democracy spirit, the adherence to the principle of justice and the maintenance of national unity and social stability. Inner Mongolia Autonomous Region is the first national autonomous area established in China. For 67 years, Inner Mongolia Autonomous Region has formed unique working style and had great impact on our nation in terms of safeguarding the ethnic minorities'right and guaranteeing the stability on the border, which made it become the role model among the five autonomous regions in our nation. During the 4th Central Work Conference on Ethnic Minorities, President Xi Jin Ping emphasized that our national policy was correct for 65 years and the System of Regional National Autonomy is the most appropriate to the basic situation of our country. Until 2014 Law of Regional National Autonomy has been issued for 30 years. Under the new condition we study comprehensively the practice and perfection of System of Regional National Autonomy based on the status quo of Inner Mongolia Autonomous Region, which is of great significance to perfect the Law of Regional National Autonomy and improve the System of Regional National Autonomy.The System of Regional National Autonomy is an important political system of our country. On May 1st,1947 Inner Mongolia Autonomous Regionwas established, which marked that under the leadership of the Communist Party of China our country began implementing System of Regional National Autonomy in all-round way. Through using basic opinions and methods of Marxism ethnic theory and policybased on regional national autonomy theory, This research will combine the actual conditions in our nation and Inner Mongolia to analyze the achievement made by virtue of System of Regional National Autonomy considering politics, economics, culture and society. The key point of this study lies in finding out the existing problems and shortcomings failed to reach the standard in the process of implementing this system. Firstly, the author gives explanation on some concepts closely related to System of Regional National Autonomy and thus to provide theory foundation for this study.Secondly, the author reviews the development process of the System of Regional National Autonomy, and analyzes the achievement made by virtue of this system in terms of politics, economics, culture and society according to the actual conditions in Inner Mongolia. Lastly,the key point of this study lies in finding out the existing problems and shortcomings failed to reach the standard in the process of implementing this system, and at last the author provides feasible suggestions in view of the current problems.
