The Study Of Officialdom Concealed Rules From The Point Of Social Exchange Theory

There are many concealed rules in public power fields. In this paper, we focus on the cause of officialdom concealed rules. Many research methods, such as literature analysis, case analysis, system analysis and comparative research methods, are used for this paper.Our analysis is tightly based on the process of social exchange. With the aid of social exchange theory, we establish a research framework which is full of explanatory power, reveal the complex reasons and inner mechanism of officialdom concealed rules profoundly. Finally, we take the concealed rules in cadres' selection and appointment as an example, put forward the corresponding improvement strategies.Officialdom concealed rules not only have the general characteristics of concealed rules, such as the informality in form, the ambiguity in content, the interest exchange in function and the concealment in operation mode, but also have their own characteristics, such as taking the improper use of public power for the realization of the method, the illegality in nature, the multiple reinforcement in enforcement mechanism. Officialdom exchange process can be summarized as: in a certain environment E, officialdom exchange subject A and B exchange paid m and n in some exchange rules X. The immanent contradiction between the needs and realization means of officialdom exchange subjects, the paradox from interpersonal officialdom exchange with the impersonalization of formal rules, the formal rules itself is not reasonable or injustice, the officialdom concealed rules' characteristics and functions in illegal interests exchange, power imbalance in political, dependency in income,path dependence in culture, all the causes common led to the officialdom concealed rules' inundation in today's China.The regulation of officialdom concealed rules is a complicated system engineering. The core is to prevent the public power being abused. Democracy and the rule of law is the fundamental strategy. If want to control the spread of officialdom concealed rules, we should start from the process of officialdom exchange. Making the officialdom exchange subjects accept education and reform, regulating the object of officialdom exchange, repair and refinishing the rules in officialdom, constructing a favorable environment of officialdom culture, preventing the interests of peace between officialdom exchange subjects, breaking the formation mechanism of officialdom concealed rules.
