China charity industry is growing rapidly since the 21 st century,various large numbers of public organizations have emerged,which effectively supplementing the strength of “third section” and solving parts of problems of “Government Failure” and “Market Failure”.Accordingly,it has enhanced the well-being of the whole society.As a part of non-profit organization,public funds have provided financial support,project guidance and staff development by means of playing the advantages of its own funds and following public service range,which have contributed greatly to Chinese charity sector.Compared with other charity organizations,non-profit community foundation still lacked of difficulties in funds financing,although it has advantages in funds.The reason for the plight is not only the deficiency in existing laws and regulations shackles as well as public awareness of the charity,but internal management system's not perfect foundation and single sources of funding and so forth.The paper conducts the qualitative research method on samples of the most difficult fund-raising private foundations,which featured in sample A Foundation is a relatively mature private foundations with some successful cases in solutions to the funding dilemma.In this study,via participatory observation,it conducts in-depth interviews with members of the Foundation and sort out their development of large amounts of data,summarizing the coping strategies of A Foundation for low credibility and funding difficulties,including actively responding to unreasonable rules and regulations and financing channels and value-added forms of preservation,enhance internal management foundation,promoting social supervision platform,in order to offer a reference for solving the financing difficulties for other Community Foundation.
