Local Government Behavior Livable City Construction

With rapid development of cities and people's lifted requirements about th eir living environment, most livable cities will be ultimate goal for city develop ment and people's requirement about their living environment. The local govern ment serves as a dominator, a constructor and a leader of a city, so its behaviors determine the final developing direction of the city and directly links with the fat e of the construction of a most livable city. Therefore, studying on behaviors of the local governments that are building most livable cities becomes an important project.Fangchenggang city, located at the extreme southwest part of China costal line, is the only city in China connecting with ASEAN countries by both land and sea. Benefited by its prominent advantageous location and rich resources, this city boasts one of the cities in China's bordering regions that witness the fast est development and have biggest potential for development. During the progres s of building itself a most livable city, Fangchenggang has accumulated certai n experiences and yet it also has encountered some concerns.The paper, by reflecting on effective behaviors of domestic and foreign local governments that are building most livable cities, takes Fangchenggangs as the basis of research, analyzes its behaviors and measures taken in its economic al and social development, and applies theories of public management to find ou t problems and analyze corresponding causes. The paper holds that limitations of the local government have led to inappropriate governmental performances in t he course of building a most livable city.Therefore, this paper raises suggestions on improving behaviors of local government that is building a most livable city:firstly, further study theories to update concepts of the most livable city. Secondly, accelerate altering governme ntal functions and enforcing the regulations on its behaviors of constructing the most livable city from its functions of economy, society, public service and social management. Thirdly, improve the institutional construction to provide gu arantee system in regulating the local government's behaviors.
