In 2010,National Medium and Long-term Education Reform and Development Plan Outline(2010-2020)was issued by the state council and preschool education is going through a rapid development.Public kindergartens as the key of preschool education,undoubtedly have a leading role during the development of preschool education,which is irreplaceable and important.Quanzhou government has show great concerns about the preschool education and increased more fund to make sure that preschool education will have a long-term development.After the arrival of new two-child policy,parents will set higher demands to the kindergarten while the kindergarten will face more challenges ahead.This research uses the methods of literature and interview by reading lots of articles and field surveies to explain the problems existed in the management of public kindergartens and the shortcomings about the government’s regulation policies.This article sterms from planning guiding,policy making,funds investment,quality assurance to introduce the act of government.Therefore,the article apply the theory of government regulation to analyze the problems about government during the process of managing the public kindergartens,such as lacking of policy executive ablity,limited investment and the need of improving teachers’ level.All these above are resulted from specialized education department and personnels’ deficiency,the financial investment shortage,short of quality control and supervising system.In the end,this essay take the examples of Hangzhou government’s management experience to come to a conclusion that the education mechanism reforming,more government fund input,the improvement of teachers’ ability and enlarge th ways of supervising will help the government manage the public kindergartens and therefore to foster the development and management of Quanzhou’s preschool education.
