| Public emergency is an important feature of modern risk society. How to increase the management ability of public security organs to deal with public emergencies is an important topic in the study of social governance. In our country, in response to public emergencies, the public security organs are the primary force. However, in face of serious practical work in the social situation, the capacity of the public security organs to deal with public emergency is still very weak, needs to further strengthen and improve the ability to work. Therefore, this paper makes a systemic analysis on existing problems and causes of the current public security organs in the disposal of public emergency, and puts forward countermeasures for perfection. The structure of this paper is as follows:The first chapter is the introduction which introduces the background, research status, contents and the research methods, summarizes the innovation and shortcomings in this paper?The second and third chapter points out the causes and problems of the current public security organs dealing with public emergency. The main problems include improper emergency management system, remarkable regional difference, lack of emergency experience, disaccord between the government-led and social participation, lack of awareness of crisis; lack of effective coordination mechanisms, insufficient sharing of information among the government departments; lack of accountability mechanism, inflexible emergency police implementation, etc.The fourth chapter expounds the ways to improve the emergency management ability of public security organs. This includes setting up sound coordinating mechanism, perfecting unified leadership, timely processing mechanism, improving the emergency management system, improving the early warning mechanism, strengthening the construction of linkage, enhancing the sense of crisis, improving the overall control ability, improving the supervision and accountability mechanism, etc. |
