The Research On Collaborative Governance In The Process Of New Urbanization

At present our country has entered a crucial stage of building a moderately prosperous society in an all-round way and also in the key period of the development of Urbanization. In this important period, the state has issued a "national new urbanization plan (2014-2020 years)" which points put the new requirements and the problems in the process of China's new urbanization, as a strategic and basic planning guidance of the healthy development of urbanization in the country's. In February 2016, Xi Jinping made important instructions on emphasis on promoting new urbanization in China, which adhere to the "innovation, coordination, green, open and sharing" five development ideas. Coordination is regarded as one of the five major development ideas, the idea and method of collaborative governance in the new environment and new requirements of urbanization has highlighted its advanced nature and applicability. In recent years, some theories and ideas of synergetic is used in various fields of public management, such as crisis management, network governance, and so on, which have achieved good results. The examples of these theories provide a new way to practice the new urbanization in China. In addition, some methods and ideas in cooperative governance theory in some methods and ideas can also fit well with the requirements of the new urbanization.In this paper, based on the theory of Cooperative Governance, through the analysis of the present situation and the deficiency of the collaborative governance in the process of the new urbanization in our country to work out the cause of these problems and shortcomings. And through the analysis of the world's other country's development of the city's urbanization model, and draw their experience in collaborative governance, And in the light of the new urbanization in our country's problems:the lack of motivation, the gap between urban and rural areas, economic, social and ecological environment costs, public service supply capacity can not meet the demand of the existing, natural, historical and cultural heritage protection of poor, urban and rural construction lack of features. Finally, from the perspective of collaborative governance, this paper presents the way to get out of the current dilemma.
