In August 1980,Deng Xiaoping put forward a demand about the reform of Party and state's leadership system.Although there was not an explicit political reform concept in the demand,the thought of introducing a reform was apparently manifested in it.In June 1986,Deng Xiaoping put forward a proposition named political reform for the first time.Meanwhile he also expounded the relationship between economic reform and political reform.In October 1987,the report to the Thirteenth National Congress based on Deng Xiaoping's ideology expatiated on the main content about political reform as an important part.About the ideology on political reform,expounded from three aspects.Firstly,Deng Xiaoping explained the reasons of political reform: the first,eliminate the influence of feudal remnants need political reform;second,eliminate the influence of Soviet model need political reform;third,the promotion of the economic reform needs political reform.Secondly,Deng Xiaoping explained the contents and goals about the political reform.The contents of Deng Xiaoping's ideology on political reform are listed as follows: first one is to uphold and improve the leadership of the Party,because the improvements of the leadership contribute to the advocacy of the Party's leadership.These two key elements were too complementary to be separated from each other;second one is to devolute the administrative power to lower levels,solving the relationship problem between the central and the local,and local powers also need to be devoluted;third one is to simplify the government organs.The main purpose of it is to solve the problems about overstaffing in organizations and ambiguity of responsibilities.The goals of Deng Xiaoping's ideology on political reform,divided into short-term goals and long-term goals.About the short-term goals: the first objective is to ensure the continuing vitality of the Party and the state;the second objective is to eliminate bureaucratism and increase efficiency;the third objective is to stimulate the initiative of grass-roots units and of workers,peasants and intellectuals.About the long-term goals: first one is to consolidate socialist system;second one is to develop the socialist productive forces;third one is to promote socialist democracy and arouse people's enthusiasm.The relation of these three respects of the long-term goals is to develop the productivity,arouse people's enthusiasm,increase the national power,and finally realize the purpose of consolidating the socialist system.The principles of Deng Xiaoping's ideology on political reform: firstly,it must stick to the Four Cardinal Principles,because political reform is a kind of self-improvement to our socialist system;secondly,it must base on the Chinese actual national condition of the primary stage of socialism,and the political reform should be developed gradually and accomplished in a steady way.
