In the course of education system reform in our country, the teacher as the first line worker mentions the very important function. How to enhance primary and secondary school teachers quality and ability level, improve the optimization of salary incentive mechanism, distribution mechanism, and effectively improve the teaching work, fully implement the concept of quality education, which is we urgently need to solve the problem. In addition, for the reform of the teacher personnel system, the Chinese government has issued a series of documents. Since then, our teacher personnel system reform has been carried out in the whole country.In this paper, the author combines practical cases of Shenzhen City Tiandong middle school, to explore the Shenzhen municipal educational institution reform of the personnel system, analysis the existing problems proposed specific suggestions and measures. Hope can for the reform of personnel system in Shenzhen City educational institutions provide useful reference, adhere to the people-oriented, around the requirements of the scientific outlook on development, established in line with the local conditions of education talent selection and employment mechanism, strengthen standardize the management of the personnel system, mobilize the enthusiasm of teachers' work, and strive to build a high-quality team of teachers, the overall planning and development of education career.
