Research On Legalization Reform Of Petition System In Urban County Level Government

Petition system is an important political system in China.It play a vital role in close contact between government and the masses,protect people's rights,dealing with people's complaints and requests,maintain the stability of the society.However,due to the rapid development of economy,significantchanges have taken place in the society and the pattern of interests.Numerous contradictions and social problems have been reflected through petition system.As the result,the number of petition activity is very large.With the people's request become complicated and hard to solve,government have no way out to satisfy them.Then it made some people go to petition and reflet problem in radical way,forced government pay more attention on them until problem were solved.The Department of Petition should interceptor,guide,stability control to petitioner,at the same time receive the visits of the masses.So the petition department is facing challenges.Due to the lack of legal norms the petition work is more like rule of man,but not rule of law,encourages the traditional concept of the masses "choses petition does not believe law".So it is very important to reform the petition system.In Jianggan District as an example,this paper analyzes with case study,display the realistic predicament of the petition work and probes into the path of the legalization reform of petiton system in urban county level government.There are six parts to this article.The first part introduced the significance of the topic,research status and similar system in other countries.Then introduced the research methods and the sample.Second,the basic overview of petition system,explain the concept of petition,introduce the history of petition,and the process of legalization development of petition system.Thrid,background of legal reform of petition system in urban county level government.Introduced the background of legalization and urbanization,analysis the contradictions caused by development of urbanization in Jianggan District.Four,is major part of this article,present situation and dilemma of petition work in Jianggan District by using a large number of cases.Five,according to the previous analysis,this paper puts forward the reform strategy which is adapt to the current situation of Jianggan District.Six is conclusion,except the strategies proposed in this paper,the top-level design of the system is also very important to the legalization reform of petition system.
