The Analysis Of Local Government's Assorting Performance Evaluation In Liu Yang, Hunan

At present, the concept of government performance assessment in our country is a single idea, giving priority to the rate of economic growth, and focusing on GDP assessment. However, in today's society, the social structure has changed greatly,social interests gradually differentiated, the gap of wealth gradually widens and social problems have increased markedly. Nonethless the township government which holds unconsiderable executive power is closely connected with the grass roots and the public. Its work objects are gross and elaborate, and contents are large— scale. All these specialities are bring huge pressure and challenges to the township government's public management activities.It is a key point to the whole situation that how to drive local government's management through government performance assessment, improve township government's public service level and maintain grass root's stability. This paper will make a simple study of some problems of township government ' s assorting performance evaluation through assorting performance evaluation which used in 37 township subdistrict offices in Liuyang, Hunan province. Firstly, it will introduce the research background and significance, related documents at home and abroad and research methods, define relevant concepts, such as local government and government ' s assorting performance evaluation, illustrate theoretical base and evidence which supported this study, and than analysis the necessity of improving government's assorting performance evaluation in the new period. On this basis, this paper gives comprehensive and objective introduction of the overall situation of government ' s assorting performance evaluation since 2010, and analyze the major problem of assorting performance evaluation and its reasons. Finally, combined with the practices at home and abroad, it will offer a proposal to perfect township government ' s assorting performance evaluation in Liuyang, that is scientific improving performance index system, standardizing and perfecting assessment methods, forming a professional team and scientific and comprehensive using assessment results.
