Social Security is the State in accordance with the law and handed over to the government or the relevant administrative departments to implement, with the economic welfare and the characteristics of social and national life of security system collectively. Social Security has the audience for them, cover a large area, involving the crowd and complex. Central and local government as a social security policy formulation, the dominant sector in the specific implementation. Fairness and efficiency of social security policy and implementation, directly affecting the vital interests of the masses, so it is particularly important for the Government in the performance evaluation of the Social Security Administration. At the same time, the masses have the responsibility and obligation to participate in the social security building, on the one hand, to maintain the smooth progress of the social security work, maintain social harmony and stability; the other hand, monitoring the government and social security work to promote the work of government departments, social security performance reforms.The so-called government social security performance evaluation is to reflect and measure the social security level of performance management concepts and specific targets. Set of indicators, the choice of evaluation method to evaluate the actual effectiveness of the government’s social security management, and thus provide the basis for the government to improve social security work. Since our government Social Security Administration Performance Evaluation of a late start, compared with foreign qualitative research more quantitative research is less. Therefore, this study selected the quantitative research as a breakthrough application of canonical correlation analysis and data envelopment analysis (CCA-DEA), combined with evaluation of Liaoning Province, local government social security performance angle selected from the quantitative analysis, the establishment of evaluation, combined with Liaoning Province14relative size of cities in the social Security Administration in2010, the actual data, evaluation of performance, according to the conclusions of the problems in the Liaoning Province, local government social security management performance improvements.This article there are five most research background and significance of the topic of the first part of this research and the Home and Abroad; The second section describes the relevant concepts, including the level of social security, social security performance, the performance of expenditure, fund performance audit, as well as basic theory of equity and efficiency, performance evaluation theory, public goods theory, stakeholder theory; the third part describes the establishment of the Government social Security Administration Performance Evaluation Index system, by determining the input and output index system, select a reasonable scientific evaluation method performance evaluation. And focus on data envelopment analysis; the fourth part of Liaoning Province An Empirical Study of the Social Security Administration in local government, social security management performance indicator data collected for the14cities in Liaoning Province in2010, to calculate the validity and reliability, and the application of the CCA-on DEA model to analyze the performance and size, and draw conclusions; last part of the combination of the conclusions of this study, mentioning the summary of the problems that exist in the Liaoning Province, local government social security management, and the countermeasures to address these issues.
