| China is a geographically complicated country with a vast territory, and it is attacked by various kinds of natural disasters so that Chinese people can't assure the security of their lives and properties. As a result, natural disasters management has been being an important function of Chinese government for thousands of years. But until today, our government can't deal with natural disasters scientifically and systematically.In modern management discipline, performance management is an important method. It lets you know the result of management. What's more significant, it is of great value to improve the management system constantly. Performance evaluation is the core of performance management, so I try to apply performance evaluation to natural disasters management in this paper, and develop an applicable evaluation indicator system for the government.Connecting the emergency management theory, natural disasters management theory, performance evaluation theory, and related laws and regulations together, and using questionnaires and statistical analysis method, an evaluation indicator system for natural disasters management is developed. The four steps of emergency management---prevention and readiness, monitoring and early warning, response and rescue, recovery and reconstruct---constitute the first-grade index. They are divided into 15 items of second-grade index and 50 items of third-grade index. Then, the paper uses Analytical Hierarchy Process to allocate the weight among these indexes. Then, the paper analyzes the features of this index system, and provides relevant suggestions to improve the ability of government to manage natural disasters. At last, the paper makes an empirical analysis on the performance of natural disasters management of Chinese government, and discovers its features. According to the analysis, the paper makes suggestions for Chinese government to improve its performance in natural disasters management.
