With the development of internet technology,the Crowdfunding financing model appears in the eyes of people,through the internet platform,to facilitate the financing of both sides.For several years,Crowdfunding has developed rapidly in China,especially in the financing of small and medium-sized enterprises.However,due to the public Check project process is not very understanding,and most of the public welfare projects are attached to the internet platform,for the current many public organizations or individuals are or are ready to complete public interest project sponsors,the content of public interest projects,oversight mechanisms,implementation transparency,etc.At the same time,the public interest rate is very low compared with the total network donation,according to the relevant research data,the amount of public interest collection in China accounts for about 1 % of all internet donations.Although,the public welfare network has not reached the role of the internet leading donation,but the public welfare system is promoting the market-oriented reform of China charity system,because the public service industry itself has the corresponding risks and problems,especially financing behavior,and the related legal mechanism is not perfect.On September 1,2016,China adopted and implemented the Charity Law act." longawaited" the appearance of " Charity Law" officially opened the " good times ".The first article stipulates the purpose of this law: to develop charity,promote charity culture,regulate charitable activities,protect the legitimate rights and interests of charitable organizations,donors,volunteers,beneficiaries,and other charitable activities,to promote social progress and share development results.This law provides the legal basis for our public welfare activities,and affects all aspects of the public service.In recent years,the public welfare activities in the Crowdfunding model are surging forward,and after the introduction of "Charity Law ",it also brings some beneficial influence and regulation to the charitable activities in the form of public welfare.
