Study On Financial Performance Evaluation Of Prison Enterprise

Prison enterprise reform has been implemented in the country and the new prison enterprise model has been established. But respect to some prison enterprises whose management idea and management method are not keeping pace with the reform, which cause some prison enterprises still in trouble. Financial performance evaluation is an effective tool for the management of enterprises, but the financial performance evaluation system of the prison enterprise has not been established. The State Council has pointed out that prison enterprises’ mission is reforming prisoners, but also to be effective. We need to build a set of financial performance evaluation system apply to the prison enterprise to improve the production and management level.In this paper, the author chose B prison enterprise as an example and draws on the special characteristics of the prison enterprise to studies the design and application of the financial performance evaluation system of the prison enterprise through referring to the relevant theories and literature of domestic and foreign financial performance evaluation and using the method of literature, comparative analysis, empirical research.The paper begins with an introduction which focuses on the research significance and background of the topic, research results of the academic fields and the main research contents and methods of the subject; the second part focuses on the development process, the nature and features of the prison enterprises, and the elements of evaluation system are analyzed; the third part analysis current enterprise performance evaluation systems and evaluation methods; the fourth part mainly studies the establishment of the of the prison enterprise financial performance evaluation index system, the setting of the evaluation standard and the designing of the evaluation method; the fifth part is empirical research,choosing B prison enterprise as an example to evaluate, and give recommendations to enhance their performance; the last part is the research achievement and conclusion, summarize the apply scope, characteristics and values of the study, point out the shortage of the work and the improving direction of the research.During the construction of the financial performance evaluation index system of prison enterprises give full consideration to the prison enterprise’s actual situation, prison enterprises responsible for the social mission into the financial performance evaluation, to make up for the previous financial performance evaluation of prison enterprises one-sided problems;according to the field survey obtained data combined with the central enterprise performance evaluation methods are given in standard values of indicators, set up in line with the actual situation of the prison enterprise standard values of indicators for; design the newperformance score calculation method, i.e. shrinking doubly subtraction method, reducing the previous score calculation method of the larger defects affect on enterprise performance evaluation results. In this paper, the financial performance evaluation system of prison enterprises, the prison enterprises to conduct financial performance appraisal work has a strong practical value.
