Local government to make great contributions to the development of China,are they from "helping hand" to " grabbing hand" ?The academic community uses the data of 1990 years to examine, come to different views. Among them, the "grabbing hand" voice has been widely accepted.The empirical data of the new century, is that the local government has a "helping hand" into the "grabbing hand" ? In this paper, we use the data of 2000 years to carry out a follow-up study to empirically test whether the poverty reduction will lead to the distortion of local government behavior.In this paper, using difference-in-differences method(DID),the empirical analysis of the "China's rural poverty alleviation and development outline"(2001-2010) the impact on the local government public expenditure.The research found that:during the implementation of the outline,the poverty county fiscal support population size increases more slowly compared to other regions.At the same time,it pays more attention to control administrative expenditure for consumption.And more financial funds to promote the production of construction and development of education.From this, after entering the new century, the local government, although the existence of the distribution of injustice, corruption and other issues.But on the whole not from "helping hand" to "grabbing hand",and more to lend a helping hand. The research conclusions of this paper support and extend the viewpoint of "helping hand". At the same time, the conclusion of the research continue to explain that case analysis is not enough to prove that the national poverty alleviation and development strategy has a significant distortion, the society should pay more attention to how to improve the system of poverty alleviation, not only question the policy effect of poverty alleviation project. Accordingly, this paper puts forward some relevant policy recommendations.
