Research On Resolvement Expenditure Poverty In Suqian Of Jiangsu Province

In the crucial period of building a well-off society in an all-round way,it is an important task to win the battle against expenditure poverty.As the hard bone in the work of fighting against poverty,expenditure-based poverty management has its own characteristics differing from general income-based poverty,such as unpredictable and difficult to identify and measure,therefore the difficulty of governance is greater,and the significance of research is more important.Shanghai is the earliest area to study expenditure poverty in China.The concept of expenditure poverty was first proposed by Shanghai Civil Affairs Bureau.Later,scholars studied the characteristics,causes and relief modes of expenditure-based poverty,explored and studied the governance of expenditure-based poverty from the perspective of practice and theory,and achieved some research results.However,as far as the current research results are concerned,it is relatively rare for scholars concerned with "expenditure poverty" to put the research object into a certain region.There are also some studies on the resolvement of expenditure poverty in Jiangsu Province.However,the research on the resovlvement of expenditure poverty in the economically underdeveloped northern city of Jiangsu,Suqian,is still blank.Suqian City is one of the cities with the largest poverty area and the severest poverty in Jiangsu Province.The poverty situation is especially servere in regard to expenditure poverty.This paper chooses Suqian expenditure-based poverty management to study.The change of perspective has certain theoretical significance,and provides suggestions and countermeasures for expenditure-based poverty,which has practical significance.As a typical underdeveloped area in northern Jiangsu,Suqian City has been paid much attention to its poverty alleviation work.In this paper,as the focus of the study,from the perspective of poverty resovlvement,the problem of expenditure-based poverty in Suqian City is analyzed By defining the concepts of poverty,income-based poverty and expenditure-based poverty,the related research on poverty and anti-poverty at home and abroad is analyzed,and the expenditure-based poverty management methods that are in line with the actual local development are found.By means of on-the-spot investigation and case interview,this paper studies the problem of expenditure poverty,and combs out the current situation and characteristics of expenditure poverty in Suqian City,which is characterized by the highest proportion of poverty caused by illness,the difficulty of poverty relief due to disability,the long period of poverty relief due to learning and the initial exploration of insurance poverty alleviation mechanism.At present,Suqian expenditure-oriented poverty management still has some problems,such as inaccurate identification of governance objects,narrow coverage of governance policies,low degree of social participation in insurance and lack of joint efforts in poverty management.Aiming at the reasons of insufficient understanding of expenditure-based governance,difficulty of expenditure-based poverty management,insufficient public recognition of insurance and unclear main responsibility,this paper also draws lessons from Bangladesh's micro-loan poverty alleviation,Singapore's non-governmental organizations'poverty alleviation,the United States anti-poverty welfare policy,South Korea's pure property identification of poverty and other practices,as well as Haimen City,Jiangsu Province'multi-subject poverty management.Qing pilot micro-insurance poverty alleviation,Ningxia Yanchi insurance and loan poverty alleviation and other representative advanced practices are piloted and the object of treatment of expenditure poverty are proposed,which is divided into three categories:severe expenditure poverty,general expenditure poverty and potential expenditure poverty.Different measures should be taken to deal with different types of poverty,such as severe expenditure-oriented poverty and the implementation of the "1+N" welfare policy package by the government;the governance of poverty identified as general expenditure-oriented poverty should be led by the government,through the "Poverty Alleviation Poverty Points,Tax and Fee Reduction" mechanism,to encourage and guide the active participation of market players,social organizations,the public and other parties,so as to effectively form a governance synergy;The governance of poverty identified as potential expenditure type should be guided by the government,intervened by commercial insurance companies,prevent and controlled through "major diseases+sudden accidents" special poverty alleviation insurance.The author believes that through the joint efforts of all parties,we can make a difference in the battle against expenditure-oriented poverty,so as to better promote the precise poverty alleviation and ensure that the goal of poverty alleviation is achieved on schedule.
